こうすればいいのではないでしょうか。
I have chosen your city as I have empathized with your plan to develope the city whilst maintaining the landscape of the city of Chiba, which is the fist step of your city expansion.共感するのところはsympathiseではなくempathiseのほうがいいと思います。
sympathiseだと「同情する」寄りの共感になってしまうので。
